Set the hudelem string to display with a "Pulse" effect.

Example:

elem SetPulseFX( 40, 2000, 600 )

Parameter	Summary
*speed	Time (in milliseconds) each letter takes to type out.
*decayStart	Time to wait before starting the string's decay effect.
*decayDuration	How long to spend decaying.
